Presentation of WEEE Companies from Greece

Presentation of pilot training with RECDEV platform for recycling of WEEE at BIANATT S.A.

Representative from the Bianatt S.A. (is a Greek company that depollutes and treats Waste of Electrical and Electronic Equipment) participated in the Workshop and presented their activities with short PowerPoint presentation. Mr. Karamoutsos declared that they found the RECDEV training platform very useful and they are rather interested exploiting the platform in the future. 

 

Discussions of current situation regarding WEEE collecting and recycling system in Greece

Appliances Recycling S.A

Mr. Charis Aggelakopoulos, Technical Manager of Appliances Recycling S.A. (the official collective system that organises, operates and controls the collective system for the alternative management of the Waste of Electrical and Electronic Alternative Equipment (WEEE) in Greece), also participated in the Workshop and presented their activities with short PowerPoint presentation. The title of his presentation was “Discussions of current situation regarding WEEE collecting and recycling system in Greece”. Mr. Charis Aggelakopoulos, after being referred to the current situation about WEEE collecting, declared that they found the RECDEV training platform very useful tool for professional evaluation of workers before entering in the production line. He also mentioned that if the RECDEV training platform could include all electrical and electronic devices for disassembly, the Appliances Recycling S.A. would be interested to pay for it.

Prof Konstantinos Aravossis opened the discussions presenting the objectives of the workshop and the RECDEV project (achieved goals, specific objectives, partners, and activities), the works that has been undertaken so far and the completion of the project. Before the project presentation and introduction, each participant introduced themselves and the organisations they are representing. After Prof. Konstantinos Aravossis presentation, feedback and inputs of the participants was requested and a QA session took place.

Presentation of 3D training software for recycling of WEEE

Mr. Nikos Papastamatiou

Omega Technology

Mr Papastamatiou presented the final version of the 3D training platform: the structure, the functionalities, the information and data provided and also described the technology used for the creation of the 3D training platform, highlighting the fact that the tool is a living platform which can be updated and adapted to the specific needs of different WEEE recycling operators. Mr. Papastamatiou performed a live demonstration of the prototype and its interface, explaining the interaction dynamic and possible additional learning features.

Mr. Christos Nikoloudis presented the activities of Arvis Environmental Enterprises of Greece SA, the Arvis’ obligations for the RECDEV project, the work packages (Project Management, Quality Assurance, Development of the training methodology and scenarios, Development and setup of the virtual environments, Pilot implementation and evaluation, Dissemination, Exploitation of results) and the deliverables (outputs / products / results). At the end of his presentation he reffered to the activities took place at Bianatt S.A.

Presentation of the works that has been undertaken so far for the RECDEV project from University of Maribor

Dr. Katja Kocuvan

Faculty of Chemistry and Chemical Engineering – University of Maribor

Dr. Katja Kocuvan presented the pilot implementation in Slovenia. In her presentation she mentioned the higher personnel/managers remarks:

  • groups Materials and Dangerous substances are written very well,
  • the Tool is suitable for those who meet the WEEE dismantling for the first time,
  • the Tool should be able to be adopted to continuous changes in the area of WEEE.

And the employee's opinion:

  • Very useful, especially for the beginners,
  • useful to improve the knowledge,
  • the disassembly of an appliance is very well shown,
  • the tool is transparent, it is user friendly,
  •  it is translated into the national language

Finally she referred to disadvantages of the 3D Tool found:

  • It is not mentioned which tool to use at the disassembly, it is only shown what an appliance is made of, but not actually how to disassemble it
  • Information on protective equipment is missing

DI Aida Szilagyi presented the works that has been undertaken so far for the RECDEV project from National Centre of Sustainable Consumption & Production (Romania):

Dissemination and communication activities in Romania (Seminar Bucharest and visit to GreenWee Buzau: 20 – 21 May 2014, Training of EEE Producers and importers, members of ECOTIC, Presentation of the RECDEV tool, Discussions about the use of RECDEV tool by the EEE Producers and importers - The activity was supported by ECOTIC, First feedback regarding the RECDEV Tool

Presentation of the works that has been undertaken so far for the RECDEV project from Mendel University of BRNO

Mendel University of BRNO

Dr. Bohdan Stejskal presented the works that has been undertaken so far for the RECDEV project from Mendel University of BRNO:

  • Preparation of training scenarios: description of metals and hazardous parts (partly) of WEEE.
  • Description of dismantling process: taking photos and detailed dismantling description of assigned WEEE.
  • Testing of 3D tool pilot version: by MENDELU students of Waste Management subject.
  • Testing of 3D tool final version and pilot training: by low-skilled workers and managers of Steelmet (WEEE dismantling workshop), ODAS (WEEE dismantling workshop) and Elektrowin (collective system).

At the end of his presentation he mentioned the main function problems from the 3D training tool and proposed solutions to improve it.

Q&A session 

After the speaker’s presentation, the audience was invited to participate in an interactive session, address questions and express their opinions and needs related to the training needs and utility of the proposed 3D training platform. 

During the discussion, all participants expresses various questions and discussed various issues regarding WEEE in EU as well as how the proposed training tool can help companies train their staff better and faster.

The training was also organized by the ARVIS and OMEGATECH in cooperation with BIANATT S.A. – This workshop targeted non-Greek employees that had used the tool in the English Version.  It was also an excellent opportunity to discuss the main uses of the 3D training platform with them and get their feedback. The main finding is that the employees strongly prefer this tool from existing training methods taking place today, before they go to the production.

The participants emphasized the existing problems in the companies:

-Lack of information from EEE producers – as a matter of fact the WEEE receive no information at all from producers regarding dismantling , treatment and location of dangerous substances

-the personnel fluctuation and the need for training repeating the training for the new employees

-time and efforts required to train employees

-audience was interested in the RECDEV platform and positively appreciated the information gathered through the platform, they were open to get involved in the piloting process and provide the required feedback

The training was organised by teh NCSPC in cooperation with ECOTIC – the Association for transefring responsibility for DEEE collection and recycling for their members, producers of EEE and business partners and was a great opportunity to explain the requiremets of WEEE Directive, applicable to EEE producers, collectors and recyclers. There were two training days that addressed two diffrent groups. Disscusions revealed the existing problems an lack of compliance refering to the requirement of informing recyclers through take back manuals or software data basis about modalitie for dissmantling the EEE and the content and location of dangerous components in one year after inyroducing the EEE on the market.   

In this context was a great opportunity to present the offer RECDEV offer and software, pssoble to be used not onlky by recyclers but also by producers for information and education purposes and the benefits of doing so.

Workshop minutes

  • Presentation of WEEE Companies from CZ

-Representatives from the Companies STEELMET, ODAS, MYJOMI and BAMBAS participated in the Workshop and presented their activities with short PowerPoint presentations. All of them declared that they employ people with disabilities to various positions and extent and they are rather interested in participating as pilot partners in project RECDEV.

-At the end of their presentations they accepted questions from the project partners regarding subsidies that they receive from the government for the people with disabilities and regarding their participation in other EU projects. Moreover they discussed the training styles/approaches that each company follows and how they cope with the difficulties of employing people with disabilities (PWD). They also accepted the fact that if the government didn’t give them subsidies for the PWD, they would be able to employ them at all.

-Extensive discussion was made regarding possible national compulsory training directives exist in CZ. It was pointed out that there are compulsory directives regarding health and safety but not training. Moreover it was discussed how is any possible training to employees offered and they all described their relevant activities.

-They all also declared their interest in EU funding so it was discussed that a possible second proposal on RECDEV would be of their interest.

-They also discussed the issue of needing to have physiotherapists or psychologists in house to support the work of PWD

-They all expressed their interest in RECDEV project and especially in participating in the pilot phase

 

  • Presentation of RECDEV project and introduction of participants  - ARVIS SA

-Ms. Leonidas Somakos opened the discussions presenting the objectives of the workshop and the RECDEV project (goals, specific objectives, partners, activities) and the works that has been undertaken so far. Before the project presentation and introduction, each participant presented themselves and the organisations they are representing. After presenting the project, Leonidas Somakos requested the feedback and inputs of the participants and responded to questions.

  • Presentation of current situation in CZ Republic regarding WEEE recycling: challenges and possible solutions  - Representatives from WEEE industry   

-Representatives from WEEE industry presented the current situation regarding the WEEE in CZ, referring to the legal framework, figures and facts regarding the WEEE recycling system in CZ and expressed their interest to cooperate further with the project partners for dissemination and testing of the RECDEV platform

  • Presentation of RECDEV training curricula (plastic & metal materials) – University of Maribor/University of Mendel

-Em. Prof. Peter Glavic and Dr. Bohdan Stejkal presented the specific issues to be addressed when considering the plastic and metal parts in WEEE: types of plastic and metal parts in WEEE, quantities of plastic and metal parts to be found in WEEE, dangerous substances in plastic and metal parts from WEEE, technology and processes used for the separation of plastic and metal parts in WEEE. Facts and figures were presented based on several research studies and relevant literature. The structure of the training curricula was presented and key inputs were provided for each of the chapters.

  • Presentation of 3D training platform  prototype  - OMEGA TECHNOLOGY

-Mr. Doukoulos & Mr Papastamatiou presented the draft version of the 3D training platform: the structure, the functionalities, the information and data provided and also described the technology used for the creation of the 3D training platform, highligting the fact that the tool is a living platform which can be upated and adapted to the specific needs of different WEEE recycling operators. Mr. Doukoulos and Mr Papastamatiou performed a live demonstration of the prototype and its interface, explainingg the interaction dynamic and posibile additional learning features (quizz gaming appraoch for the evaluation of the learning eficiency)

The meeting with Mr. Nicolae Manole took place in Bucharest. Rematholding is a group of companies that performs recycling of different materials. The division involved with WEEE recycling is located din Bucharest and is dismantling equipment from the following categories: large appliances and small appliances and do not have freon extraction line or tubes treatment line; consequently

They are also looking forward to authorize according to WEEE Labex several production lines and in this case the possibility to train the workers based on the platform could be helpful, yet, same like in case of Greentronics, the company has only 13 workers and two supervisors, so the of the people to test the platform is small in comparison the total number required: 35 workers and 5 supervisors to test and 10 people to be trained using traditional methods. Ms. Manole made several recommendation:

  1. to discuss with the recycling associations to act as an interface between and offer the training to several companies, or
  2. to approach GreenWee Buzau, as he company is the biggest and employ the number of expected workers , yet not very encouraging discussion with Mr Costache from GreenWee were carried on during the  visit of the company last year;

Ms Szilagyi suggested another possibility, to try to involve several companies in the process, in this case the problem could be the competition between the companies, and they could agree to accept this possibility says Mr Manole, depending on the companies that are going to be involved.

The meeting with Mr Dan Modoran and Nicolae Stanescu , owners of Greentronics company took place in Bucharest and had as main objective to discuss the opportunities offered by the RECDEV project from the new, more demanding legal requirements perspective, to analyse the possibilities for introducing the RECDEV educational platform to be piloted by the company.

Greentronics is a small company of only 5 workers and 1 supervisor; moreover they do not dismantling all kind of WEEE but are focused on CRT, so the platform could not be fully piloted in the company. For this reason they recommended to approach the WEEE Recycling Associations and try to convince them to offer this training to several companies.

Romania was recently fined with 1,7 mil Euro for not reaching the objective imposed by the EU commissions  for DEEE recycling; as a consequence the Romanian legislation was recently updated with the  Government Emergency Order nr.5/2015  regarding waste from electronic and electric equipment , published in the Official Journal nr. 253 from 16th of April

The normative impose new obligations for WEEE producers, outlined in the following:

-          to apply eco-design in order to facilitate reutilization and recycling of EEE

-          to provide information regarding the cost for collection, treatment and elimination of DEEE and compulsoriness of separate collection to consumers

-          to establish contracts for collection and recycling with specialised companies

-          to install optimal systems for collection, treatment and recycling in cooperation with recycling companies

-          to ensure selection and treatment of substances, components as outlined in the Annex 7

Moreover, new legal requirements are foreseen for authorization of the WEEE recycling companies that will enforce safe procedures for collection, dismantling and treatment of WEEE.  In this context the products of RECDEV project are gaining importance and the interest of the WEEE producers and recyclers is raising.

The meeting with Mr Valentin Tofana, WEEE Labeex Auditor and Expert from ECOTIC Association of EEE Producers took place in Bucharest and had as main objective to discuss the opportunities offered by the RECDEV project from the new, more demanding legal requirements perspective, to analyse the possibilities for introducing the RECDEV educational platform for piloting phase to their partners (WEEE recycling companies).

According to Mr Tofana, ECOTIC is willing to review the training materials and to facilitate the pilot phase in at least three WEEE recycling companies as follows: Total Waste Recycling, Remat Holding, Greentronics, Rechtoraleee.

Mr Tofana made the following suggestions:

-          the education platform should enclose a conditional system for the user: the user shall be able to access a new training level only if he pass a test for the actual training level

-          the feedback after the pilot phase should electronic and facilitated by a separate section created for this purpose within the RECDEV platform

Future dissemination activities

The next dissemination activity will be performed during the IT Conference in Timisoara. The participants in the companies will be producers of IT equipment’s and software.

Workshops minutes 
 Presentation of RECDEV project and introduction of participants  - NCSPC
  • Ms. Aida Szilagyi has opened the discussions presenting the objectives of the seminar and the RECDEV project (goals, specific objectives, partners, activities) and the works that has been undertaken so far. Before the project presentation and introduction, each participant presented themselves and the organisations they are representing. After presenting the project, Ms. Aida Szilagyi requested the feedback and inputs of the participants and responded to questions. (PPT presentation attached)
 Presentation of current situation in Romania regarding WEEE recycling: challenges and possible solutions  - ENVIRON (Association of Romanian EEE producers) 
  • Mr. Andrei Orban, President of ENVIRON Association,  presented the current situation regarding the WEEE in Romania, referring to the legal framework, figures and facts regarding the WEEE recycling system in Romania; ENVIRON objectives and activities, challenges and opportunities. (PPT presentation attached); also Mr. Orban expressed the interest of Environ Association to cooperate further with the project  partners for dissemination and testing of the RECDEV platform
 Current situation and best practices regarding WEEE recycling in Austria  - STENUM
  • Mr. Sebastian Freiberger presented the legal framework, the evolution of WEEE system, the performance indicators and best practices in Austria. Mr. Freiberger highlighted the fact that as soon as the WEEE disposal taxes were removed in Austria, the quantities of WEEE collected from the population have raised significantly (almost triple) being a major contribution to the successful achievement of WEEE recycling goals in Austria. Mr. Freiberger presented a case study regarding the practices and technology for E-Cycling Park in Unterpremstätten (PPT presentation attached)
  • Presentation of RECDEV training curricula (plastic materials) – University of Maribor 
  • Prof. peter Glavic presented the specific issues to be addressed when considering the plastic parts in WEEE: types of plastics in WEEE, quantities of plastics to be found in WEEE, dangerous substances in plastics from WEEE, technology and processes used for the separation of plastic parts in WEEE. Prof. Glavic presented facts and figures based on several research studies and relevant literature. The structure of the training curricula has been presented and key inputs have been provided for each of the chapters. Prof. Glavic concluded his presentation with data and figures of WEEE recycling center in Slovenia – ZEOS (PPT presentation attached)
 Presentation of 3D training platform  prototype  - OMEGA TECHNOLOGY 
  • Mr. Konstantinos Kotsopoulos presented to the audience the first prototype of the 3D training platform: the structure, the functionalities, the information and data provided and also described the technology used for the creation of the 3D training platform, highlighting the fact that the tool is a living platform which can be updated and adapted to the specific needs of different WEEE recycling operators. Mr. Konstantinos Kotsopoulos realized a live demonstration of the prototype and its interface, explaining the interaction dynamic and possible additional learning features (quiz gaming approach for the evaluation of the learning efficiency) (PPT presentation attached)
Q&A session 
After the speaker’s presentation, the audience has been invited to participate in an interactive session, address questions and express their opinions and needs related to the training needs and utility of the proposed 3D training platform. 
During the discussion, the representatives of WEEE association, Environ stated the platform could represent a very good tool to support their efforts in stimulating and supporting WEEE recycling operations. The representatives of Gremlin, another big WEEE Recycler form Constanta  consider that the platform could be a good learning method for companies that are performing collection and primary dismantling of the e-waste, that presently are  operating regardless environmental and safety rules and through these type of operations they are also contributing to WEEE appliances damage. The representatives of WEEE recycling companies (GREMLIN COMPUTER SRL) have expressed their intention to test the 3D platform as soon as it is possible and recommended several additional features which would fit their needs regarding training activities: detailed information regarding possible utilization of WEEE parts and material types, legal requirements concerning WEEE materials, specific dismantling scenarios for specific EEE (ex: specific scenarios for each type of washing machine, not a general one for a generic washing machine) .They also have offered to provide documentary training materials , pictures and more details about their methods.  

All participants have been asked to fill in a feedback questionnaire, evaluating the quality level of the following: workshop content, level of expectations meet, practical utility of the information, working method, group dynamic, organization and logistics, utility of expected RECDEV results. Also, written recommendations have been collected within the feedback questionnaire.  All collected feedback questionnaires are attached to the present report.

GreenWeee is the biggest WEEE recycler in Romania and is part of a the Green Group, a group formed from several other recycling companies: Genentech, GreenGlass, GreenFiber, GreenLamp.The company uses   high level of technology and recycles all types of appliances and was selected among other existing companies due to their good practices that were considered valuable for documenting the RECDEV training.   
Following the preliminary discussions between NCSPC and GREENWEEE International, the representatives of RECDEV project travelled to Buzau to meet the GREENWEEE representatives. The visit goals have been the followings: 
 Presentation of the RECDEV project (goals, partners, activities)
 Presentation of the 3D training platform prototype
 Identification of WEEE recycling companies needs regarding the 3D training platform 
 Identification of the WEEE recycling practices and techniques (especially dismantling techniques) to be included in the future structure of 3D training platform 
 Identification of the future piloting potential for the 3D training platform in GREEENWEEE International activities

 

Meeting minutes 
 The representatives of the RECDEV project have presented the project goals and activities to the GREENWEEE representatives: Mr. Costache Marius – General Director and  Mr. Viorel Neculai  - Technical Director  
 Detailed questions have been asked in order to understand the training method used presently to train the employees: there are dozens of work instructions that are describing the sequential   working steps for different types of appliances dismantled in the factory. After the theoretical phase when the new employees are taught in the class they go to the second phase of practical training being moved from one work station to another, supervised and evaluated. If they comply with the requirements after 4 months’ probation time they are finally hired. 

 Visit of the GREENWEEE premises (technical and production area). The following sections have been visited :

  • Dismantling and treatment of frigorific equipments (fridges and air conditioning units): the company is realizing a primary manual dismantling of equipments including the extraction of frigorific agents and oils contained in the equipments. The fluids extraction is been realized using a vacuum pump and a closed collection system. The fluids are extracted mixed and sent to a separation facility where the frigorific agents are separated from the oil. After the preliminary dismantling and fluids extractions, the equipments are sent to a shredder. The shredding process is being realized in closed and controlled atmosphere in order to facilitate the extraction of additional fluorinated gases contained in the insulation foams of the equipments. The gases are being releases during the shredding process, captured, transported and stored under a strictly controlled process. The shredding process is producing 4 fractions: ferrous, non-ferrous, plastic and compacted foam 
  • Dismantling of small household appliances. The dismantling process is manual and the appliances are separated in more than 10 different fractions, including plastics, cables, copper, iron, wires, glass, etc. The contaminated glass (from CRT equipments) is being treated separately and the lead (Pb) is being extracted using a special closed circuit vacuum pump, in controlled atmosphere 
  • The washing machines are manually dismantled and separated in 4 different fractions (plastic, motors, iron and wires) 
  • Cables and wires are also treated separately and the process includes a preliminary manual cutting and dismantling (separation of the exterior insulation) after which the cables are shredded. After the shredding, the remained material is being separated in two fraction (non-ferrous and plastic components) 
  • Mercury lamps are being treated using special equipment which is cutting the metal edges, extracting the fluorescent powder and shredding the glass fraction. The mercury is being extracted out of the fluorescent powder by an evaporation process and it is being transformed in liquid using a 800 C atmosphere and condensation process   

 Following the visits, the RECDEV representatives have been discussing with the GRENWEEE General Director about the possibility that GREENWEEE is providing additional information regarding the manual dismantling procedures for different EEE and testing of 3D training platform in the internal training processes. GREENWEEE Director, Mr. Marius Costache has highlighted the fact that the specific dismantling procedures are confidential and the company could provide them only if there is no risk that the information would be used by the competitor. GREENWEEE General Director declared the company’s willingness to further analyze the possibility to decide a more direct involvement in the RECDEV project (information providing and testing of 3D training platform) after further analyzing the project activities, expected outcomes, intended dissemination of information and possible risks associated with the disclosure of own specific procedures. 
 Following the presentation of the 3D training platform realized by Mr. Kotsopoulos, GREENWEEE offered the following recommendations regarding the structure of the platform:  the platform should include the types of materials for each component of considered EEE and specific information on this material types, the possible utilization of such materials, the legal requirements associated with the each material types, market value.
 As stated by the General Director the tendency of the operation in GreenWeee is to become more automated; although  the value of the extracted materials is higher if the dismantling operations are manual, the automatic systems are preferred due to their capacity and financial advantages; another interesting feedback was related to the education level of the workers: sometimes not even elementary education and their capacity of interacting with a touch screen, tri-dimensional learning platform- from this perspective maybe would make sense to concentrate more on the second level of the platform that addresses the higher personnel and create a very good/suitable  structure for the training this category.  
 RECDEV Romania partner will provide all necessary information, the expectances of the RECDEV partners related to the involvement of GreenWeee in providing data and documents and also in testing the platform, the PPT presentation and leaflets, to GREENWEEE, in order to facilitate a clear understanding of the project and its goals and the degree of their required involvement. 
 The participants have decided to continue the communication and exploitation of future collaboration within the RECDEV framework.
